In the National Assembly, I once boldly commented: "Staff at all levels cannot help understanding the structure". Later, during a Government meeting, the Prime Minister reiterated this opinion.

Perhaps because we do not care about this very basic scientific concept, for many years we have been cruelly doing an unscientific task of encroaching on so much structured land - or folk often call it land. "sticky rice fields" - to build non-agricultural works.

Structure is a scientific term. For thousands of years, microorganisms have accumulated in the soil an organic type called humus. The composition of humus is characterized by the main compounds: humic acid, fulvic acid, ulmic acid and their salts. Humus is not only a store of food for plants, but more importantly, they link the soil into pellets of moderate size.

There are three different types of soil. Clay consists of very small particles, sandy soil consists of larger particles. These two types have no fertility and cannot be cultivated. Arable soil is bound by humus to create moderate-sized seeds, the structure always has small tubes filled with water, air and nutrients. People call it structured land.

Many foreign scientists tell me: "To get rich first, you have to build a way". That is, it is necessary to have roads leading to unstructured or poorly constructed areas (such as laterite, infertile soil, clay, sandy soil) to build non-field facilities such as houses and public areas. In many countries, when it is imperative to build non-agricultural constructions in certain places, people have to use mechanical equipment to remove the topsoil, which is about thick. 30cm, for agricultural use.

In our country, most of national highways and even many provincial roads, the two sides of the road no longer have a rice field. From a scientific standpoint, it was an extremely unfortunate mistake and increasingly leading to heavy losses.

"Honey of sticky rice fields" - perhaps there is no such word, so delicious, so fragrant. Wet rice has thousands of years of history on this land. The rice nourished all Lac descendants and grandchildren to protect the country through many wars of defending the country. People liken this S-shaped land to a brace with two ends of two delicious baskets of rice, attached to the Red and Mekong River deltas. In the two fertile deltas, his father tried to cultivate the whole history to feed the population up to nearly 100 million people, while he still had food to support the achievement of rice export. second in the world. Even along the Central region with the spirit of "tilting the field to pour water into the river" and "changing the weather to rain", many rice fields, corn, beans and peanuts have been raised to feed the people.

Farmers may not know the concept of soil structure, but everyone understands that it is not easy to get away with honey fields. It is the incense, the sweat of many generations left by our ancestors.

They also want a company, a factory, an industrial park so their children can increase their income and let the country transform themselves into modernity, but they are also deeply saddened by the concreting of the fertile fields that they used to be. nurturing the lineage. With an area of 365,000 km2, we lack nothing of land with little fertility to place factories and industrial parks, where there is no need to concretize the straight fields of storks flying at the heart of the river. Red and Mekong River Basin?

That is not to mention that people recover the sticky rice fields of farmers at very low prices and then do business with high prices, even in many places, they still occupy the land of the abandoned people. This situation caused so many social annoyances, so many long-standing collective lawsuits, and so many poor farming households.

Conflicts caused by land occur within the people, within the family, between local residents and enterprises that are allocated land, between people and authorities at all levels in granting land use right certificates, In the land leasing projects, the work of compensation, site clearance ... takes place everywhere.

In 2017, I returned to Bac Giang and heard the story of people in Phuc Linh village, Huong Lam commune, Hiep Hoa district. They are annoyed about a decision of the district People's Committee in the process of land acquisition by the households who transferred it to a Hanoi company to carry out an investment project to build and trade infrastructure of Mai trade village. Incense.

Farmers who lost their "sticky rice fields" asked the district president to explain the calculation he made to the farmers. A family with 3 sao of land (nearly 1,100 m2) will be compensated about 240 million VND or accepted to take back 10% of the land recovered (110 m2). However, people have to draw lots to find out where to take land. If the household wants to choose a location more favorable than the draw, they must pay an additional amount of 2 to 6 million VND per m2. This means that a household losing 1,100 m2 of land may have to pay an additional 200 million VND to receive only 10% of the investor's land area. This calculation, people said that they had "double damage" but still accepted by the belief in the commitment to issue a red book for the land they received.

While the people were still anxious to be granted land and a red book for the capital contribution or cut back from 10% of the land acquired and built their houses as promised, the district president again reasoned, this was a village project The business is related to wood production and trading, so the land under this project is only 49-year lease land, without a red book. All users must comply with the purpose of the planned project. All constructive acts and wrongful business activities will be strictly and strictly punished. So, who else can anyone call?

The total area of agricultural land that has been acquired for other purposes is still up to hundreds of thousands of hectares. For example, according to statistics of Hai Duong province, the province has 18 industrial parks with an area of about 2,397 hectares. However, nearly 60% of which is handed over to build industrial park infrastructure - thousands of hectares of "banks of fields and honey fields", which have been a source of life for the people who have been recovered - are now deserted. , causing huge waste while farmers wandering around for lost fields.

Land is an invaluable but limited resource and means of production brings enormous benefits. Therefore, the expressions of "group interests" that are evident in land management and land use are easy to recognize and quite common. If not promptly corrected, then inevitable bad consequences on economy and society will happen. I wonder when will we be able to realize and protect the golden lands that will take thousands of years for the microorganisms to create the structure for the honeycomb fields?
