At noon on July 9, on provincial road 354, a 16-year-old boy without a helmet, riding a motorbike exceeding the prescribed speed, made a direct hit to a traffic police lieutenant on duty. The sharp thrust of the policeman was sent flying high, turned around and threw to the ground.

Apparently, the teenager who controlled the motorbike in this case was wrong. But the police sergeant's head-breaking act also raises a big question about the validity of the professional measure.

First, imagine a motorbike with the driver sitting on it, total weight about 160kg. The car drove at a speed of 61km / h, the police soldier himself suffered a collision force equivalent to 1700kg.

With a force of about 10kg can break the rib side, 90kg cracked skull, about 500kg the skull will be crushed. The thigh bone, which is considered to be the strongest body, can only withstand 400kg, which is broken.

The skeleton is only the body's protective frame because it is the strongest. The organs are weak and far more dangerous. Therefore, the traffic police lieutenant had to finish the task in the hospital with a diagnosis of brain stamping and intracranial hematoma, cervical vertebra rupture, right right joint dislocation; These injuries will have lifelong disability consequences.

I have not seen any police in any country taking a reckless approach to the front of the offending vehicle to stop it. For example, in Sweden, I spend a lot of time watching how police stop traffic violations. At first a police officer would signal, by gesturing to the violating vehicle and pointing to the road, but the car was still moving. At the second location, another policeman gave a similar signal, letting the offending vehicle know the error and the stop, the distance between the two points was about 150m. At the last stop, a policeman gave the order to stop the car and instructed to park the car in a safe place, the violator just obeyed the order.

At those points, I have never seen a conflict between the police and the driver; On the contrary, the police always show bright smiles and the drivers always thank the police for pointing out the faults they make that could endanger themselves and the community. This is different from the traffic situation in Vietnam, between police and drivers there is always fierce conflict, culminating in attacks from drivers who do not control instinct.

Stopping traffic offenses is one of the most dangerous jobs of the police, because in most cases, the police know nothing about the people in their cars stopping. It could be an honest citizen, but it could be a murderer, a gang, a drug cart, or any other kind of crime.

The purpose of stopping penalties for vehicles involved in traffic offenses is to protect the offenders themselves, followed by protecting the safety of the community against potentially dangerous situations, ultimately. is to protect the police themselves while on duty.

As someone who often drives long distances, I find that every stop of the vehicle that violates traffic laws always has unpredictable dangerous factors. Any vehicle can become a murder weapon. The task of the police is to resolve those dangerous factors.

For example, when the police requested to stop, but suddenly discovered that the driver of the vehicle is an armed criminal who intentionally fled, the police immediately must take actions to stop the arrest. paralysis In this case, the police must use the maximum power and force to control the subject, in order to protect the safety of the people, and also ensure the safety of the police themselves.

On the contrary, violators merely make mistakes according to the rules of road traffic safety law, which is not enough basis for the police to use drastic and comprehensive preventive measures.

People who violate traffic laws are different from criminals, most of whom run away just to avoid being fined, some because they panic and do stupid things. The police should therefore not turn a mere traffic law offense into a potential murder. To do that, police must know how to judge the situation, based on factors such as information related to criminal offenses, speed of the offender, road conditions, density of people in traffic. , time of day; from which to make a decision whether or not a thorough preventive measure.

The question remains, is that when the police let the offender escape, is it tolerating acts of intentional violation? The answer is in how to proceed then. If the offender's defection is considered simply that the police did not make an arrest at that time, but the subject was immediately placed in the surveillance security system, the escapees must be arrested in another time with a strong enough penalty to deter; By doing so, I am sure that I will achieve positive results.

The tragedy of a 16-year-old boy stabbing into a traffic police sergeant in Hai Phong will close. But the big lesson that needs to be opened is that when we're in a traffic culture with a habit of rushing forward, in order to slow down, both people in traffic and police officers need to be alert. And the principle of performing the most important task for the police officer: When the risk of arrest is greater than the danger that the offender caused intentionally to flee, the police stop should stop.
